Depends on the law of her state. Most likely a groom of consenting age, an officiant of proper credentials, any necessary fee, and witnesses, as required.
If you are looking for the little things a bride needs on her wedding day:
-powder to touch up shininess for pictures
-energy/food bar (so she doesn't pass out from hunger)
-safety pins
-band aids and moleskin for blisters
-emery board
So far the answers are the obvious. I'm going to assume you are going for the less obvious:
Tissues or a hankie. Even if she doesn't cry, her groom might. (That happened at my wedding.)

a license, a groom and an officiant. You can do whatever you want for your wedding, as long as you have those three. Oh yah, and a witness.
