Ok first what is your status? are you a PR or a Canadian citizen?
If a PR then you MUST return to canada in order to sponsor her. If you are a citizen then you can sponser her from phillipines as long as you bother return to Canada together.

So you either have to be married OR you have to have lived together as common-law for 12 months AND be able to prove that 12 months.
Your canadian spouse (after you are married) will apply for you. If you have lived together as common-law for 12 months before you apply, and you can show proof of the 12 months, then you can apply.
The first thing you need to ask is - inside application or outside application.
inside means you are together but you cannot work and the canadian spouse must support you while your application is in process. Part way through the process, you should be approved for the first stage. This means you can apply for an open work permit, a temporary SIN card and sometimes temporary health card (provinces have different rules about health). Then after some more processing (usually the background check) you are landed in Canada at a CIC office. You then get a permanent SIN card and are free to work and live wherever you choose. Current average is taking between 1 and 2 years altogether. CIC take their time because you are already living together. (SIN=SSN)
Outside means you stay in philippines and he stays in Canada and applies for you. You both have to fill out forms and send them to Mississauga and that office will send the required forms to Manila. From philippines this might take between up to 12 months.

You will need to get a police security check from the philippines. You may also need to get police checks from every state and country you have lived in since the age of 18. Definitely get the international ones. The state ones - sometimes CIC asks for them, and sometimes not - so its best to wait until you are asked.
You can come to Canada, get married and then stay here while the application is processed. (inside application).
Whatever you do, do NOT tell immigrations you are getting married. You WILL be denied entry if you do that.
